The handouts that you have won are the presentation itself, delivered by 17 going around correspond to the two boards that I have. But I'll start off with providing a little background on the sanitary collection system. It's approximately 45 miles of sewers. The sizes range from 8 to 36 inches and constructed originally of vitrified clay pipe for clay pipe, concrete pipe as well as PVC or plastic pipe. 00:02:52:21 - 00:03:22:19 Unknown There's approximately 750 signature examples, and those are constructed out of brick concrete blocks and precast concrete. In terms of the age of the system, Fiona Davis put this exhibit together about 20 years ago. The northern half of the system, the other half the city that started in the 4660s, southern half of the city in the 1960s and thereafter the current state of the sanitary system. 00:03:22:22 - 00:03:49:08 Unknown So when we talk about the state of the system, we talk about the structure or the operating condition and whether or not the system leaks, how tight is substantial rehabilitation of the system has been performed. My recollection is back to 1998 when I started in 1995, working with the city, the second 11 by seven. And you have it is a representation of the sanitary collection system and also in rehab. 00:03:49:14 - 00:04:18:17 Unknown And I apologize. It might be hard to see some of those blue lines that basically the lines that are blue have been rehabilitated. They've been worked on the sanitary sewer segments in the manholes that are blue have blue circles. Those have been rehabilitated. So over the past 24 years, a lot has been invested in terms of fixing the clay pipe, the concrete pipe, and getting these pipes back up to a good operating and structural condition. 00:04:18:19 - 00:04:56:00 Unknown Exhibit three, which is in your handout as a listing of the investment in the rehabilitation and maintenance of the system over the past five years. And there's a detailed listing of every project that's been done in terms of rehab and some of the maintenance projects. And the total spent over the past five years is $2,780,000. And that adds up to or averages out about $556,000 a year that has been spent on a system of I'm sorry, it'll be there. 00:04:56:02 - 00:05:31:23 Unknown It was last year. I thank you. And even though the city has invested a lot over the years in improving the system, I wanted to mention that the deterioration of the sanitary sewer system is an ongoing thing. There are many areas of the system that still remain to be assessed getting a camera and they're doing some investigative work to see what kind of condition it's in and to identify the potential for for rehab. 00:05:31:25 - 00:05:59:12 Unknown It wasn't that long ago some of you may recall Main Street at 13th big sewer port repair that was done back in early 24 where over $100,000 was spent to repair a sewer that had collapsed on her main street. It was on the city's radar. They knew there was an issue. We just didn't know how big of an issue it was, and it required replacement of 120 feet of sewer there on 13th and Main Street. 00:05:59:14 - 00:06:26:24 Unknown Also, I wanted to point out that there are parts of the system that suffer from excessive infiltration and flow. What is infiltration and inflow in stormwater and groundwater that's getting into the system that the city of each room has to pay Citizens Energy group to transport and treat. Moving into that, talking about infiltration and inflow, we break the sources of groundwater and stormwater into two different categories public sources and private sources. 00:06:26:24 - 00:06:50:23 Unknown So the public sources to be the sewer remains in the manholes where the water is getting in. But then also the private side and the private sources. Private sources. If I can refer you to exhibit four, and that is going to be some pictures in your hand where we have smoke tested in the system. We've done limited smoke testing in certain areas. 00:06:50:23 - 00:07:14:18 Unknown And basically what we do is we blow smoke into the sewers and we're smoke and come out is where water can get in. And if you look at exhibit four, if I can find it or should be three pictures, and one of the first picture is a down spout connected to the sanitary ladder. And if you look in that photo, you'll see smoke coming out of the of the gutter. 00:07:14:21 - 00:07:33:09 Unknown What that indicates is the entire roof is tied into the same lateral. So when it rains, all that water is getting into the center. So the next picture is a foundation green, a perimeter green around the hole. And you can see the smoke coming down. So this would be a grain that goes around the foundation of the home that is directly connected to the sanitary ladder. 00:07:33:09 - 00:07:51:20 Unknown So, again, when it rains, it gets into the ground and it gets into this primitive drainage system that ends up in the sewer. And then another example is a sanitary sewer lateral down. So this could be in someone's backyard. It could be in a low lying area. And when it rains enough, that water goes into their sanitary lateral system. 00:07:51:22 - 00:08:23:20 Unknown So so as I mentioned, portions of the system experienced excessive line. I got another exhibit referred to in that is exhibit five. And Exhibit five is a correct chart that basically is a plot of the past 20 some years of monthly project. And it plots rainfall versus flow in a tight system where there's no water and no groundwater storm water. 00:08:23:20 - 00:08:46:08 Unknown It's a flat line, but a line that goes up into the right has a positive slope on. It means that water is getting into the system because as the rainfall for that month increases, the flow also goes up. And so there's three primary subsystems. I won't get into the details, but there's three primary systems in the city that we know the and they leak a good deal. 00:08:46:10 - 00:09:10:20 Unknown Give an example of the impact of this infiltration that was just this past month, April 20, 25, 130,000,139 million gallons of flow came into the system because of all that heavy rain. The average flow for comparison in 24 is 60 million gallons a month. So 139 million gallons per second April of last year, another wet month, there were 90 million gallons. 00:09:10:23 - 00:09:36:02 Unknown But again, this past April, 100 and almost 140 million gallons. What does that translate into in terms of the cost that you have paid citizens? We estimate last month you're paying an extra $120,000 because of the water that got into the system. Table one Basically what we've done is we've projected out the estimated cost of infiltration inflow with increasing services rate. 00:09:36:03 - 00:09:57:09 Unknown So as citizens continues to increase the rates, the city has to pay more for this unwanted infiltration inflow. And at the bottom of table one, I apologize. It was a total of 105 million that should not have a dollar sign. In front of that is the total estimated gallons of influence infiltration that came in last year in your system. 00:09:57:11 - 00:10:30:21 Unknown And so what would that cost at the 2023 rate of $213,000, at the 2024 rate being paid to citizens, 236,000 and then the 2025 rate projected out 260,000. So you can see as citizens rates are increasing the cost to transport and treat this water, this unwanted water is going up. And then finally, there's table two. Sorry for all the tables, the numbers, but again, it's the information and hopefully benefits you in your understanding, the analysis going on. 00:10:30:24 - 00:10:57:11 Unknown We're just looking at the monthly cost. No, I'm sorry. Yeah, the monthly cost to citizens over 2019 through 2024. And it was projected for 2025. If you go to the bottom in 2019, the city paid citizens $811,000 to transport untreated sewage. In 2024, it paid 1.65 million to transport and treat, which is an increase of 105% over that time frame. 00:10:57:11 - 00:11:23:19 Unknown So this gets down to the impact of citizens increasing rates. Last night in my head in item four in the presentation, and that talks about private ice source reduction. So the rehab that the city has engaged in over the years on surveys and marvels, that is help get out of this unwanted and you can't get it all out but it has helped and made a major impact. 00:11:23:21 - 00:11:53:21 Unknown But on the private side, there has only been limited efforts. At least the first four has been involved with suggestions for trying to get this. I would be a more comprehensive assessment program that would include basically smoke testing as much as the system as you could to try and find out where these connected down spells, where these clean out caps are missing, where there's defective sanitary laterals, public education and outreach, letting the customers know what is owed families in. 00:11:53:21 - 00:12:22:18 Unknown Okay. In terms of what's connected to the sanitary lateral, we also would suggest at some point, if there's a belief there's some connected because usually we'll find some problems connected to the sanitary system as well and collaterals to do house to house inspections and check and see whether they have a sump pump where it is connected to. And then finally, a correct connect program, which would be working with customers to make sure they disconnect their downspouts or some parts of their. 00:12:22:20 - 00:12:52:28 Unknown So overall, the city has invested a lot in this system. I'm very proud of what the city has accomplished since 1991 because it has been very proactive in terms of addressing the structural, the operational issues in the system. There's still work to be done. How much we don't know, I think with citizens and their annual assessment program is feeding valuable information to Brad and Joe and their staff in terms of trying to figure out what's the next project. 00:12:53:01 - 00:13:12:19 Unknown But the I and II issue has been something that's been out there for a long time, and that would be something that you may be able to realize substantial savings in the long run by going after some of these I sources from a lot of information and numbers out there. I'd be happy to answer any questions you have on the follow on questions later. 00:13:12:19 - 00:13:49:04 Unknown By all means, you can reach out to me. May I have a quick question on Exhibit five? Is there a reason I mean, I know there is a reason. Can you tell us the reason why the plant graph just is increasing more and more? Because our system leaks more than any other part. It's leaky system. So Plant handles the outside of Main Street. 00:13:49:06 - 00:14:08:20 Unknown So it handles a lot of this area, which is the oldest part where some of these sort of were installed in the forties of the plumbing. Did they hook up foundation drains back in the forties? Probably, you know, so it is it is one of the oldest past the system and that that helps explain why it suffers from the highest. 00:14:08:20 - 00:14:30:11 Unknown I mean when you say plant you mean old Beech Grove sewer plant. Is that what you're talking about. The flow meter is, yes. Yeah. Right there behind your back. Yes. Yes, sir, Absolutely. I heard you say something about it's a lot been upgraded. How much more do you think would need upgraded to be up to par with what's needed? 00:14:30:13 - 00:14:52:18 Unknown That is a great question. In terms of the city, Beech Grove owned infrastructure, the manholes, the sewer mains, it's hard to gauge how much is left. I think the best metric we have at this point is to look back at what the spend has been. And again, that five year span has averaged over half a million dollars a year to try and address these issues. 00:14:52:21 - 00:15:12:19 Unknown At some point, would you expect to say, hey, we don't need to continue investing that much? I would hope. But the thing is, if you look at a lot of the sewers that were installed in the sixties and seventies, 89 is there in the southern half the city. Not a lot of work has been done on this and granted a fair amount are PVC, But this PVC has been in the ground for 50 years. 00:15:12:21 - 00:15:36:13 Unknown You know, we're getting to the life expectancy of useful life of some of that pipe. And so there might be some surprises, you know, in the southern part of the system for now, in my professional opinion, looking at the past five years and probably the best way to try and figure out what your span may be moving forward and then you can adjust that, you know, accordingly as as more assessment activities are performed. 00:15:36:16 - 00:16:00:04 Unknown So are we going to be see video footage of anything that, you know, needs to be done or anything like that? So citizens, the contract with citizens, they do every year, so many feet, I'm not sure how many they do, but they do so many feet every year of the assessment activities. And again, they will review that information they'll provide into this Brad and Joe and go for that information. 00:16:00:04 - 00:16:35:14 Unknown And then we start talking about, hey, what needs to be fixed or, you know, some of this. Okay, for now. And really the approach has been over the years to trying to hit those sewers that are in the greatest state of deterioration. First, because it's a lot more expensive to dig a sewer up to a repair and replace it versus using the cured in place pipeline where you don't have to dig it up or you can just put the line through and say that sewer is good for the next 75 years plus, what about any water that's flowing from lawns through Beech Grove? 00:16:35:16 - 00:16:57:27 Unknown How do you determine how much of that is smoke? Testing is what would determine that, if there's any. I mean, in the past we found connected storm drains, you know, that once it rained enough, there was there was a connection there. But smoke testing is you do get a lot of this out of the system. We like to start with smoke testing again. 00:16:58:01 - 00:17:31:01 Unknown You blow smoke in the sewers, Smoke is coming out. It's kind of hard to refute. No, that's where the problem is. And it needs to be fixed. Whether it's a downspouts connected storm drain or something like that. So with that, I'm just looking at 13th Avenue that's pretty high on the on the Exhibit five. So with the infiltration and inflow, it sounds like a large amount of what we pay then is from irregular waters that get and that we have to a significant portion of course. 00:17:31:03 - 00:17:53:12 Unknown Yeah. So what does it get? What if an individual citizen wanted to have that that would cost them individually, I guess, to have a smoke tax. So if they had it connected downtown or some pumping or whatnot, just the food is that lost fall. There's there's a lot of different ways to approach this. You know the the absolute we're not paying for any of it from the city you know it's all the property owners. 00:17:53:14 - 00:18:17:12 Unknown There are cost share programs that I've seen communities implement where they're willing to dedicate a certain amount of the cost of the finance part of the cost, I should say also, I think we've seen tiered rate structures where if the residents refuse to get it fixed, then they may end up paying a higher rate to reflect. Perhaps they have a larger burden on the system. 00:18:17:12 - 00:18:42:01 Unknown So yeah, there's I think there's there's some tools in the toolbox that you can use to help make this a more viable option. And I think that it does along that 30 I think those properties, you know. Mr. McMillan I mean there are the built, the 5657 So they're quite old. So does a regular plumber do something like that? 00:18:42:03 - 00:19:13:05 Unknown It depends on connections, yeah. Where does it connect to the lateral? Are they going to have to dig, you know, those kinds of things like downspouts? Well, the easy problem is when you look at disconnecting things like downspouts, if you don't have good drainage in the neighborhood, it's just going to contribute to another problem, you know? So normally if we look in neighborhoods where we find a lot of inflow sources in the swamp testing, one of the other things we look at is what's going on with the drainage, because last thing we want is to have everybody's yards flooded. 00:19:13:05 - 00:19:55:26 Unknown Yeah, right, right. So that needs to be looked at already. Thank you. Thank you. Thank you. Thank you for the much larger map to appreciate that should structure more maps but I'm going to talk about the storm water system so I think it's a big that's a good thank you. And there may be a copy this year but suffice okay. 00:19:55:29 - 00:20:49:27 Unknown Since so I'm going to go through this presentation that's inside here. All right. So transformative utilities, the topic I wanted to introduce myself, I'm very active on the West Side engineering and one of our vice presidents and professional engineer. And my specialty is in and stormwater and environmental engineering and I'm going to talk about and so my utilities and a term called EMS for ADD at West Flare and I've worked with 40 different EMS force throughout Indiana and and helped to establish 19 stormwater utilities, actually including the one I described when they separated from Indianapolis. 00:20:49:27 - 00:21:15:08 Unknown And and you're your own stormwater utility. I was involved in that process so so let's talk about how you spend and for stormwater management and we'll talk a little bit more about that. But Beach Grove residents currently pay $3.75 per month for their stormwater utilities. And then your nonresidential, they pay based on what's called an air you an equivalent residential unit. 00:21:15:08 - 00:21:43:01 Unknown And we can talk more about that if you have questions. But they pay a multiple based on the amount of impervious surface area on their property. So as a point of reference, I wanted to mention that the average monthly stormwater fee in Indiana is $5.55, so a little below the average and that is based on 225 communities throughout Indiana that were surveyed by the Western Kentucky University. 00:21:43:01 - 00:22:13:00 Unknown They do a yearly survey and studies done by utilities. So that's where that data comes from. And the next slide is a chart here that is based on some information that Leslie has collected and some of the information that Western Kentucky University that just shows the range of stormwater fees per month. Right. So there's some communities that are here at the end is Goshen is a Dallas environment. 00:22:13:03 - 00:22:36:08 Unknown We've got Pendleton in Portage all the way up to the right at around $12 a month. And then Cumberland, which is nearby there, $20 a month for IU. So there's quite a wide range and they all do the numbers in parentheses there in the population. So you kind of look at those communities and what population they are just is a comparison to see where you stand. 00:22:36:10 - 00:23:05:06 Unknown So if you flip to the next page and we'll start to talk about stormwater management, there's a couple of features here. And so with your stormwater utility fees that you are collecting, these are the types of things that that you pay for out of those funds. So maintenance of the existing system, the storm system, so the underground pipes, the inlets, the ditches, all of that maintenance and then street sweeping is another part of storm system maintenance. 00:23:05:06 - 00:23:32:07 Unknown When you sweep up the debris off of the streets, it prevents your storm system from getting clogged. Right. And so that is about $77,000 a year that the city spends on street sweeping. You can pay for labor, equipment, materials and administrative costs and then EMS for requirements. So that makes for signs for municipal separate storm sewer systems. And so that's your storm sewer system. 00:23:32:10 - 00:23:57:24 Unknown And there's a permit that the city has through the state that requires you to prevent pollution from getting into your storm system and ultimately flows to the rivers and streams nearby. So there's inspections and enforcement and pollution prevention practices, education. And in there are six minimum control measures. So I just want to give you a little background on that. 00:23:57:27 - 00:24:24:09 Unknown And the last thing on this slide is talking about Priority stormwater project. So I wanted to spend a little time talking about that as well as your interior deteriorating infrastructure. So the next few pages are just some pictures to get you thinking about What is the storm system look like and what are some of the maintenance problems. So, you know, there's an inlet that's deteriorating, there's a flap gate on a pipe here in this next picture. 00:24:24:11 - 00:24:48:15 Unknown If you flip to the next page, there's a culvert pipe, Those metal pipes that are in the ground for storm systems, they degrade over time. Here's a street curb inlet that's got some holes. Kind of just those are dangerous situations right next to the street. And the next page has the inside of a culvert pipe. You can see the bottom of in is all rusted out. 00:24:48:18 - 00:25:14:18 Unknown And those types of situations need to be repaired as well as, you know, sinkholes that they come up around the edges of inlet structures. So that just gives you an idea of what those things look like. The next table in your packet is when that's maintained by the Public Works Department. And this is a list of some of the high priority storm types and catch basins that need addressed. 00:25:14:23 - 00:25:40:06 Unknown And so Joe maintains this list of different locations as repair projects we've done since, and we can talk a little more about those if you'd like. But the next page is your RMS for system, and this is just a graph showing you all the components of that program as it does need to be funded. There is a ton of compliance. 00:25:40:06 - 00:26:04:26 Unknown There's, you know, reports that have to go to the state and there are stakeholders involved, right? And the town staff or the city staff and the council citizens, contractors and developers, they're all kind of part of this program. And your program implementation, their tasks that the city is doing every year to prevent pollution from getting into the storm system. 00:26:04:28 - 00:26:32:11 Unknown And then there's enforcement. There's ordinances in place in when developers develop, they have to comply with the city's stormwater standards. All those kinds of things are all part of this RMS for requirements and the last couple pages are and a list of projects in town. Some of them are based on drainage complaints and some of them are just known drainage problems that have come up over time. 00:26:32:13 - 00:26:59:20 Unknown So this is a a prioritized list that Westleigh has maintained over the years. And you can see there's new 71 different projects. Some of these the ones that are in green and have been completed. So this shows you what's been completed over time versus those in yellow are in progress. And then those that are in gray have updated cost estimates. 00:26:59:20 - 00:27:22:12 Unknown So the cost estimates have to be updated with inflation. We all know that information. Right. And so this is just a list here to give you an idea of the type of funding that would be needed to get some drainage repair projects done around town. And then, let's see, the last page is is the map that we do now. 00:27:22:12 - 00:27:46:26 Unknown So all of those projects that are on that list, this is kind of a scatter plot of their location, right? And each one has the address of where they're located, the docks that are in green, Those are projects that have developed from a drainage complaint. And then the red lines are just those that have been found and the city has slowed down. 00:27:46:27 - 00:28:21:21 Unknown We've taken a look at potential solutions to fix all those problems. So those are the few things I wanted to to give you to start thinking about your stormwater utility and what things need to be funded. And if you have any questions and happy to answer that. This one picture you showed that clover going across that drive, that is a drainage ditch that's not privately maintained and across somebody drive or so anything that's in the right of way. 00:28:21:24 - 00:28:55:10 Unknown So depending on where that right away lands it, it might be something that the city does need to repair. Okay. So, ma'am, on the priority list is number one, we considered the greatest priority with would five o this one make sure we're in that correctly? Yes. Right. So we have this ranking system when we evaluate all of these projects and it's like the number of properties that are impacted, where is it located? 00:28:55:10 - 00:29:21:06 Unknown Is it in the road in the have a right of way where the city said it as opposed to in some backyard where they would have to obtain an easement? Right. So there's just this ranking. So yes, 56 is the total number ranking. So yeah, number one would be the highest priority. And based on that system so that we've gotten this done right. 00:29:21:09 - 00:29:56:15 Unknown Oh yeah. Is it green. Yeah. Number one stance here, your husband's death. But so the second highest priority, right. And briefly what else are the questions? I think the, the takeaway message is that the city has and is charged with the murder rate. And I think there's room to potentially increase. And but to look at, you know, what are the projects that you want to try to get done all the things that you're currently funding. 00:29:56:17 - 00:30:16:05 Unknown You know I was hearing, you know, what Brant was talking about, the in the sanitary system, it's been a little more proactive in, you know, assessing areas and getting the sewer rehabbed and things like that. And there's not a whole lot of that that's been going on in the storm system side. So you have the same kinds of issues where storm sewers may be collapsing. 00:30:16:05 - 00:30:51:08 Unknown You know, pipe in the ground only lasts so long. They're trying to be a little more proactive in investigating where is that This park, where there's a system that need to be rehabbed might be something to consider when thinking about a potential increase in what you're charging for your stormwater rates. Up next, we have community reports, financial reports that show this may be slightly redundant, but here's how she would utility fund continue information from watch this presentation on a sanitary sewer system. 00:31:21:25 - 00:31:43:25 Unknown Current stormwater trash and sewer for residential are flat rates at stormwater at $3.75 trash at $22 and sewer at $37 a month. Attached is a spreadsheet deal detailing our citizens treatment bills that I put together since 2019 that Wessler included in the next presentation as well. You will see that the total cost for 2024 are double that of those in 2019. 00:31:43:27 - 00:32:03:03 Unknown I projected based on the same rainfall for next year at the increased rates. If we see something similar in 2026, we will spend almost $800,000 by April of 2026 from the same time period of January to April 20, 25. At the last council meeting, I was asked that I gather surrounding cities charges for the residents stormwater and sewage treatment costs. 00:32:03:05 - 00:32:29:22 Unknown Speedway charges $73.54 for trash, sewer and stormwater. The 1675 of that amount for trash was just implemented this year and is up $4 from the year prior. Lawrence charges residents for their own usage with a minimum of $97.87 per month, 1750 of that total being trash services. The city also offers a $5 a month discount on trash for households with two residents older than 65 years old. 00:32:29:24 - 00:32:56:06 Unknown Greenwood charges residents sanitary sewer based minimum rate at $34.14. A sanitary sewage use and usage rate at $7.81 per 1000 gallons. The average residential usage is 4000 gallons per month, which comes to 3124 Residential trash rate is 1860, which includes recycling heavy trash and and limb pickup at no additional charge attached. You will also find information from the failed ordinance to raise rates back in 2022. 00:32:56:08 - 00:33:26:18 Unknown We currently have 405 commercial accounts and 4415 residential accounts. If the ordinance passed our current rate for 2025 would be $46.75 for residential. If this change had been implemented, we would have over 1.3 million in the fund rather than our current balance of $377,319.02. This amount accounts for the bill that was approved earlier tonight.
